National Vice President, 2nd

From 1925-1931 the National Council has a 1st and 2nd National Vice President. These would be merged into one office of National Vice President in 1931. The different responsibilities or reasoning for having two different offices is unknown. Additionally it is unknown if there was a 2nd National Vice President on the 1st Empowered Council for the term of 1922-1925.
