Amendments to the National Constitution or the Ritual may be proposed by any Collegiate or Alumni Chapter in good standing, or any Member of the National Council. If an amendment is submitted by a Chapter, at least three-fourths (3/4) of the Members present and eligible to vote at a regularly scheduled Chapter meeting must be in favor of proposing the amendment to the Grand Chapter.
