what is the distinction between 'elected' and 'appointed' in reference to this page?

- If there is no difference, then when does a new council come into effect? Meaning, I'm confused about the change from one empowered council to the next? Why has it changed so much in the last few years, when past office changes did not warrant a new empowered council?
- I would have to go back and look, but I believe the past Councils were not numbered correctly. Empowered Council's change numbers when there is an election to fill a position. Which then may make me change my earlier comment that appointment should stay to indicate that it is not changing the Empowered Council. (Jonah 15:25, 1 November 2007 (EDT))
