was 2007 the first year for this award?

Yes. This award recognizes a TFA project, whereas the McClure this year represented the best overall single service event. This award will be phased out possibly in 2008 and the McClure Single Service Award will be given to the best TFA related service event. (Jonah 09:23, 30 October 2007 (EDT))
