The Grand Chapter is an assembly of delegates composed of representatives from each Collegiate Chapter, each Alumni Chapter, and the members of the National Council. The Grand Chapter is described in National Constitution Article V, Section 2 as the supreme governing body of Phi Sigma Pi: "All final legislative powers of Phi Sigma Pi shall be vested in the Grand Chapter." The Grand Chapter is required to meet "at least once every two (2) years" (NC AXII, S1), but traditionally meets annually during the summer months at the Grand Chapter Conference.
History
The 2007 Grand Chapter Conference will be taking place during National Convention in New Orleans, LA. In recent history these events happened separately throughout the year.

Elections for the National Council take place during the Grand Chapter Conference. Since 1962 National Council elections have taken place on the even years. Prior to that elections were held every two years on the odd years. The 19th Empowered Council served a one year term from 1961-1962 allowing elections to switch to even years.
